Witches are female magic users. They are mainly portrayed in a negative light in the series, although some Witches are allied with the Witch Hunters. 12 years ago, they started a war with humans and tried to destroy them. Because of this, the Witch Hunters (WH) were made. Recently, they have once again started a war with humans and have begun destroying WH bases.
- From the WH wikia

The faction
As a faction, the witches are much less organized than the WH, but most will still respond to one of the 4 Legendary Witches. In the current storyline only North and West (Varette) will be featured for the time being. Those these witches are often rivals and may compete fiercely, their main enemies are still the WH. They usually live in small groups and in castles, though the main witches castles are hidden from the world, much like WH HQ. In order to create an equivalent system, all witch characters will progress in their faction through the 4 following ranks:

C-Class- Witch Apprentice (Lvl 1-9)
B-Class- Battle Sorceress (Lvl 10-24)
A-Class- Mistress of Magic (Lvl 25-49)
S-Class- Legendary Witch (Lvl 50-)

An apprentice is under tutorship of an older witch, either another player or an NPC. Once they reach Legendary Witch status, players can challenge the commanding witch of their region (North or West) and take full control of their faction. There can only be one leading witch at any time for one region.

Character specifics
Witch characters must first and foremost be female, no exceptions. I am aware of the special status of Tasha in the series as a human capable of producing mana, but as you may have guessed nothing like that will be allowed on here. Outside of that basic fact two other basic features must be present in any witch character; a hat and a supporter.

There were 2 types of supporters presented in the manwha: a normal one and a spiritual one. The latter was tied to the witch itself, consumed nearly no mana to use and always obeyed the witch. I will give people the choice of which supporter they want but each will have pros and cons so choose well, as you only get one shot at this.

Spiritual Supporter- Some women are destined to be Witches, and sometimes, they develop a Supporter destined to be theirs. They meet all criteria to be a functional Supporter and require close to zero mana to use, since they are essentially an extension of the Witch's mana conduit. This supporter is assigned FOR LIFE and thus cannot ever be changed over the course of 1 character.

Normal Supporter- They can be changed easily. There are 4 requirements to have a fully functional normal Supporter.

It must be able to become a Supporter (what determines this is unknown).
Your mana level must be able to control it.
You have to be able to bond to the Supporter.
The Supporter must willingly obey you.

If any of these are not met, the Supporter may not obey the Witch, or may require gratuitous amounts of mana to operate. However, the normal Supporter will always need more mana to operate than the Spiritual Supporter. It van however be replaced (through proper WC requirements) even by, for example, a defeated player. I will limit witches to 1 supporter at all times though.

Abilities

Witches are granted 3 abilities per class (3 at C, 3 at B, 3 at A and 3 at S for a total of 12). One of them is a basic spell which can be just about anything but will consume more mana. The 2 others need to be tied to your supporter and his overall specialty. They will be more powerful and require less mana. Please note that there are no D-Class witches and as such there are no abilities for that level.

WH represent all humans with supernatural abilities allowing them to fight on par with the witches. these power are not the same as witches though, as they cannot produce mana or channel it directly through their body. Some are born with natural abilities, others acquire them through force of training, while others still use special items to conduct mana. They are actively recruited by the WH Organization to fight the war on witches.

The Faction
The Witch Hunter Central governs over the 4 WH center hidden across the globe and delivers judgment on trials concerning Witch Hunters. In a more localized level, White Class WH govern over the centers and assign tasks to lower level personnel. The Organization tries to keep its operations secret because they are still at a disadvantage against the witches and can win only through use of surprise and cunning. The WH ranking system as 5 levels:

D-Class, Grey (level 0)
C-Class, Green (level 1-9)
B-Class, Blue (level 10-24)
A-Class, Black (level 25-49)
S-Class, White (level 50-)

The Grey class is a special case; it represents on-combat players. People who choose to play it cannot level up, do not have stats and cannot engage in combat. They may however have 2 passive abilities. Special approval is necessary to play this class.

Normal players will start at Green Level where they mostly do reckon, Blue-Class is for skirmishes, Black-Class for main battles and White-Class for great battles. There are usually 2 leading White-Class for each center; if both places are taken one may challenge them to gain leadership.

Character specifics

There are no gender restrictions here, and no big limitations on what kind of character a WH has to be. Members of the Organization have to wear their uniform but independent people do not. As said before humans cannot produce mana or channel it through their body; there will be NO exceptions to that. You do not have to detail the origins of your power but a little explaining on how they work will be very appreciated.

WH will not be allowed to have supporters. Their powers may however take the form of summons of sorts, like Vihyungrang's ghosts.

Abilities need to be centered around a unifying theme like they are in the manwha.

Abilities

WHs get 2 abilities per class; people in the Grey will only ever get 2 because they are capped there. Normal players in the Green-Class will start with 4 (They still get the 2 from Grey Class). They get 2 additional one at Blue-Class, 2 more at Black-Class and finally 2 more at White-Class for a total of 10.

There is only one type of abilities for WHs so you don,t need to worry about the spell/supporter difference like Witches.
